Quite the opposite. Wapol is a redeemed man, with ties to Drum kingdom, the underground arms dealers, and possibly the Revs.
Wapol, Vivi, and Morgan together are the force the SHs need to make a change against the other OP contenders.
With IMU having an Ancient Weapon, or replica of one, and BB poised to steal either Pluton or Poseidon, or both, Wapol's on the run production of weapons and Morgan's mass media connections will be crucial in warning people/deflecting potential attacks away from the islands the SHs cannot physically be at, while Vivi's silver tongue will turn more and more nations against the WG.
