Bogard is Garp’s right hand man. He fought in god valley and likely took on the Roger pirates in Garp’s subsequent encounters with them. Logic would suggest that he is a strong marine.
Mihawk was betrayed by the navy and became a marine hunter. Mihawk seemingly also only wishes to fight swordsmen, as evident by his rivalry with Shanks and his disinterest in the other yonko.
So far, Bogard has only been a background character without even receiving a proper introduction in the manga. Yet, given Mihawk’s backstory, I wonder if it’s possible that Oda could officially introduce bogard by having him tie into Mihawk’s story.
I think Bogard is an old rival of Mihawk’s. I think he was the strongest swordsman in the marines before Fujitora joined. I think Oda could hype up Bogard by having him be ACoC user, one of only 3 amongst the old marines(the others being Garp and Sengoku). Then show how Mihawk took him down in order to get his Shicibukai status.
