The World's titles have always had some controversy regarding them. So this is my breakdown of the 4 "World's" titles that exist in the One Piece world:
World's Strongest Man:
When the title was first introduced, many made this synonymous with "Strongest fighter/Strongest pirate". This sadly is not what the title represents as two major story points contradict this take on the title:
The representation of this title correlates to physical strength. Whitebeard was a freak of nature when it comes to physical strength (if I'm correct, he's the largest human male in the manga that we know of).
Example #1: Kizaru calls Weevil a powerful pirate, but then specifies that he reminds him of Whitebeard in terms of strength.
Example #2: In the Oden flashback Whitebeard is highlighted for his Strength
This title of World's Strongest Man is no different than the World's Strongest Man title that's existed in our real world, which is all about one's physical prowess, not fighting prowess.
Whitebeard's title of being regarded as the most powerful pirate ( mentioned by Buggy) is different than World's Strongest Man. This title highlights him standing at the apex of human male physicality in terms of strength.
World's Strongest Creature:
Just like Whitebeard's title this title is about the sheer physicality of Kaido's prowess. There is no creature out there who is superior to Kaido in physical strength (Mind you, we have yet to see him throw a punch). Hell the only way to even put a scratch on the man is to master an advanced form of armament haki. That's why when you look at the narration, Oda puts so much into emphasizing his physical prowess. I mean yo the dude is literally the biggest buff ripped guy in the series lol.
Him being called the most powerful pirate is dependent on his bounty. The one with the highest bounty is considered the most powerful pirate out there (Ex, Roger, then Whitebeard and now Kaido). He based on his bounty stands at the apex of pirates right now. However, his title of World's Strongest Creature is not referring to that.
World's Strongest Swordsman:
I really don't want to go too heavy into this, as it might turn it into a WSS thread discussion. But the main thing I want to state regarding this is that it's correlation is not with being the most skilled or being the fanciest or having the most sword honor. This title's correlation is with being the strongest swordsman in a fight. If the other person fights you with a sword in their hand, you best be able to beat them if you are the WSS, otherwise you're not.
Swordsmanship is the most widely used combat style by monsters of the the One Piece world. Currently 2 Yonko use it, 2 admirals use it, tons of Yonko Commanders and Vice Admirals use it, and so on. The one who stands atop of this combat style is the one regarded as the World's Strongest Swordsman.
World's Worst Criminal:
Highest Bounty/Biggest Threat to the WG. The person holding this title is the biggest criminal in the world surpassing the 4 emperors/YCs/etc. Meaning Dragon's bounty is higher Whitebeard's.
How are they attained:
WSM - Gained overtime by building reputation by exhibiting great feats of strength.
WSC - Gained overtime by building reputation by exhibiting great feats of strength.
WSS - Gained overtime by building reputation of being the most dominant swordfighter out there (No there doesn't need to be a previous "WSS")
These three are all individual feat based titles that require persons to showcase feats that become renowned and thus the people of One Piece start labeling/accepting them as such.
WWC- Gained through building yourself up to be the biggest threat to the World Government.
