He´s a clown. Clowns are meant to bring joy!^^

My (not so serious) theory:

Luffy was more or less a red herring all the time, he may become pirate king in the end but he never was the chosen one after all, it always was Buggy! Roger and his crew laughed so hard at Laugh Tale because they found out about this and that Buggy got sick and couldn´t come with them because he was not ready for this role yet. He had to go through huge developments, had to become a Shichibukai and then a Yonko first. World government has fallen for the genius diversion plan formed by Roger, Shanks, Rayleigh and the rest of his crew, concentrate mostly on Luffy and the strawhats but in the end it´s the unaware Buggy that will destroy the redline with his awakened devil fruit! :joker:

Oh, wait, that would also mean... I´m actually Buggy´s girl?! :perocry:

(yeah, the long break is not good for my mind xD)

He managed to build an army bigger than God Usopp's

He managed to mock and intimidate a character above yonko level (Mihawk) and a yonko (Shanks)

He became a yonko himself and is shooting for PK

WE WILL FOLLOW YOU EVERYWHERE CAPTAIN BUGGY

Well,if he can do the same think Dragon does.he doesn't need to be a top tier fighter to bring down WG.
