Powers & Abilities Burgess pretty much confirmed Garp having CoC looking back

With the recent chapter, I think people need to realise that Garp having CoC was actually confirmed when Burgess got the strength Fruit

Why? Because if Burgess was the physically strongest Character as implied, then why wouldn't he be Above Garp if Garp didn't have Top tier Haki?

It's the same as How Mihawk having CoC is confirmed by Vista Matching his Sword Skills, as why else would Mihawk be the WSS and above Vista if it wasn't for Top tier Haki?

The fact that there was even a debate about it after the Burgess reveal is idiotic

Mihawk has the World's Strongest Sword...look at how much stronger Enma and Shusui made Zoro, and they're fodder in comparison.

Memehawk doesn't have the will or ambition to have CoC

Garp was confirmed to have CoC when Roger was confirmed to have it.
He can't compete with only armament haki and no devil fruit.

To reach the top, one must have something more than the others. That's why they're ahead/higher. People like Mihawk & Garp that doesn't have DF, must have better/higher/more special Haki than the others, thus CoC/ACoC.
