Not so long ago, Blackbeard showed off his ability to create sea quakes, when he went to Amazon Lilly. He can also spread darkness. The man with the burn scar can create whirlpools and his ship is cloaked in darkness. It would make sense if he was Rocks, because Blackbeard might have modeled himself after that man. He chose his two Devilfruits deliberately. Perhaps he wanted to be a stronger version of Xebec. Hawkins could do all kinds of things with the Strawfruit, that most people wouldn't think are related. Perhaps there is a Devilfruit with an ability set that includes darkness and whirlpools even so there doesn't seem to be a connection between those two powers.

People recognize the scar but not that the guy is the worst criminal? Dragon is pretty famous. Also why should Dragon hide the Poneglyph. Shiryu explained that this is in the interest of the WG. Dragon should copy it many times and spread the rubbings, so that it is more likely that the True History gets revealed.
Xebec is named after a kind of ship (https://en.wikipedia.org/wiki/Xebec), I wonder if that dark ship will turn out to be a xebec, that would give it away. Can't see much of it in the latest chapter.
I don't remember him having black sails. His ship is pretty easy to identify https://onepiece.fandom.com/wiki/Wind_Granma, there is a huge dragon on it. Shouldn't be a mystery if it was him.
