Not my fault that you can't figure it out from the clues, so let me elaborate you a little.
Back then pedo Sanji said that he'll be the most feared by the Navy, and right now Navy doesn't even consider him a threat above Jinbo 😳 and if he meant by having no 4 bounty is the most feared by the Navy, then no 3 bounty must means feared by the whole world ;)
