Seems like he’ll just end up creating his own worst enemy...if they rebel and leave, he won’t be able to follow them in the sunlight, so while I think it’s possible within his powers, it’s a tremendously bad idea.
It literally went into Oars, also it's appear like the Kage Kage no Mi animate Moria's shadow and give it more freedom so I don't see why it's couldn't puppet corpse. Hell Moria didn't even need corpses to use his shadow as Doppelganger which appear sentient and more useful in general.
