We know S-Hawk is a living person with some form of consciousness. So it wouldn’t be impossible for him to have some haki.
Ultimately, unless his DF hardens his sword somehow, I don’t see how S-Hawk can be that strong if he doesn’t have haki, as even a weak swordsman could destroy his sword.
