Speculations Can Sanji switch on his exoskeleton by his free will?

I dont think its conscious. Its probably emotion based. He will need to get control of it later.

Im predicting he may go a little too sadistic with this seraphim, causing the onlookers to be concerned with his behavior. Also wouldn't be shocked if we get a sanji vs real jinbe.

Ifrit jambe is just normal diable jambe, but in exoskeleton mode. He can do stronger moves.
The exoskeleton is awakened, he can use it when he wants.

Can he do it? We saw his eyebrow switch again but did he consciously do it or did it happen coz of rage?

It can be both : Hell memories for exemple : I think it’s fueled by Sanji emotions and rage but he chooses to activate it and land the attack.

But I think Sanji can activate the exo whenever he wants

The context of the last chapter means for me that he can activate it when he wants, since he wants to destroy s shark he decided to go in germa mode
His eyebrow didn't change based on an important factor like emotion where hell memories was shown as a really emotion based attack with the okama flashback

Sanji's eyebrows didn't flip when he kicked S-Shark the first time they met so it's not emotion or anger based.
He most likely did it consciously. Like I've said several times, the exoskeleton was something that Sanji didn't want in the first place. He basically became what terrorized him since his childhood so it makes sense that Oda has given the ability to decide whether to use it or not. Won't have been fair to him otherwise. Moreover Sanji himself told Zoro he had the transformation under control when Zoro asked him about it towards the end of the arc. Also imo this was foreshadowed in the Smash Bros Wano Page Cover.

His eyebrow was normal when he got crushed by Queen and recovered.

The eyebrow instead seems to me to be a response to powerful emotion. First activated after the exoskeleton activated when Sanji was terrified he was becoming like his brothers, now this time when he’s angry at Nami getting attacked.

Why the hell he isn't full time with it like his brothers and sister? There is not a single known drawback.
