With this I think it’s likely that other East blue villains could make a comeback.
One in particular that I want to talk about is Kuro. I think there’s a decent chance he could return as a vice admiral in the marines.
As we know, Kuro is a genius. He faked his own death and worked as a butler for years in order to steal Kaya’s fortune.
I think this quality of his as well as the fact that Jango, his former subordinate, is now a marine, would be good set up for Kuro to return as a Vice Admiral.
We know Jango works under Hina, who is a rear admiral. But I don’t think we were ever told which vice admiral Hina reports to. My theory is that Hina’s commanding officer is Kuro, who used his intelligence and connections to Jango in order to join the marines and climb the ranks.
