Basically the entire theory is the celestial dragons think they're on top of the world but they're not and the final war will be about saving the celestial dragons. The celestial dragons are pretty much slaves to the government and have to think a certain way and act a certain way or they get executed, like how Garling executed mosgard. Then it also goes into how doffy said "what if I told the whole world the secret mariejois is hiding," this is the secret. It also goes onto say how the celestial dragons have access to all these mythical fruits but never eat them, because they cant, they were bred to have no free will, no ambition, no anything. Well, the theory says that the cleetail dragons are imu's secret weapon, with imu being able to control them and turn them into real dragons. Also the celestial dragons are all descendants of the 20 kings, BUT in the mural there is no 20 kings, it's just imu vs everyone. The impel down guards and gorosei have no devil fruit card, just the animal names. Imu's powers are theorized to be able to manipulate living beings, and the celestial DRAGONS are part of the world government, so the theory is imu is going to turn the celestial dragons into dragons on his side.
