Okay, so: one of the Order Members at the end is actually Nagumo, right? Or, he's about to show up?

We're going to see at least a few members of the Order switch sides to Sakamoto, now.

Like, for all intents and purposes, a rogue terrorist organization run by high-level assassins just murdered the JAA's leader, and took over the organization in a coup.

Hyo didn't die for this shit.

Also, there's a good chance Torres joins the team now.
A: Bonded with Sakamoto's family
B: His sole purpose at this point is to take in Sakamoto's bounty. If the rest of the Order try to kill Sakamoto, Torres will protect his investment.

Oki and Tabanata are definitely enemies here. IMO, Osaragi and Shishiba will also end up being "villains" here.

Torres switches sides because he doesn't want to lose his money.

Tenkyu might very well show up here to help, possibly as a dying act.

Kamihate will be the biggest aid, though, IMO: Kamihate and Heisuke are bros for life.

The group is in a fairly open-air environment, sniper-bro is going to come in to help. Also, since he's a member of the Order, Kamihate would have been informed about this, anyway.

Nice endgame set up, the plot's looking very sturdy right now.

Yeah Nagumo is for sure fighting for Sakamoto in this. Yotsumura likely, too.
And imo Shishiba and Osaragi will also swotch sides but way down the line.
