Powers & Abilities Characters untapped potential

We know that "The flower of haki only truly blooms in the extreme conditions of real battle". Usopp and Koby are prime examples of individuals who grew due to hardship. From struggling against Jango and Alvida to tangling with true monsters like Page One and Boa Hancock. At the same time we know that an individuals inherent strength and potential are essential as well, everyone doesn't become a monster even if they are travelling with the pirate king (I'm looking at you, Buggy).

Where as Koby grew to become an incredibly strong marine Jango is still a scrub even though he probably evolved a fair bit as well. His ceiling was simply quite low. Bellamy, hailed on Sabaody as a super rookie, did fairly well by raising his bounty from 55 -> 195 in two years but compared to the true supernovas he falls short.

How strong do you believe these characters (or others that you can think of) would have been if they had set sail with a capable pirate crew and pushed themselves?

Not sure how to answer that, like how should we know high their celling is, when it comes to haki, devil fruit abilites and so on?
You brought up Coby and Jango as examples, but their strength is bound to their role they play within the story...Coby is predestinated to become an admiral, while Jango is just a irrelevant low- level side character....so in short, their powerlevel is tied to the mangaka's intention.

He will have CoC. Most enemies now on will have. CoC will no longer be that power of a few.
CoC is a birthmark, of course this is not the point as long as it's unlocked. But the pattern seems to indicate that only certain characters featuring the essence of supreme leader/king should feature it.

Coby is seeemingly destined to become an admiral but not necessarily feature CoC. He might, he might not.

Sengoku = CoC user
Other admirals = probably not all

This is the comparative good starting point.

And Garp was so far revealed as no CoC user despite threatening Roger's life in many occasions.

Garp is not revealed as no CoC user. He wasn't revealed as one yet. But be sure he also has it. Dragon too. Roger and Ace had no reason why those 2 not to have since Luffy has it. Okay but that don't fit BM probably. And probably Weevil would have by that. I don't like people having just because of family. But because of feats from now on no one can be top level without it.
Akainu without it fighting WB as almost equal? It can't happened. And believe Coby is leader material. No other marine would want against Akainu like he did. That said Smoker is not leader material. Poor guy Oda could have made him much better.

I know what you wrote. But you made seem like that. Next time just don't talk about that. Would be better than make a non statement and then not using the non statement.

Kuro would have become incredibly strong had he cared.
He didn't put any effort in his fighting anymore as he wanted to retire. I can imagine him with top tier CoO.

There is no debate in this period. Dude went from having -1 in combat skills to rising to the rank of marine HQ captain in 2YEARS. No one in the history of marines has remotely even gotten this kind of feat. Keep in mind that this happened with akaiunu being the fleet admiral
And still Koby's potential is still vastly unproven to be catalogued on the same level of Zoro's and Luffy's; as a matter of fact it's not necessarily so linear, it's also about maximum potential for starters other than ratio. First we even need to acknowledge where he ranks now, let alone discerning his future power level.

Coby is the one with most potential in the series right now, maybe not even Luffy, Zoro and BB can compare then of course Coby's ceiling will at best (and probably) be a tiny bit below Luffy, even if given his age and powers it should be higher but plot rules everything.

Another one with potentially a strong potential was Chopper but Oda choosed another route for him (Kawaji mascotte-doctor).

Then there is Dellinger from Doffy crew. He is basically a kid but also one of the officiers of Doffy, pretty scary, but of course we most likely will never see him again and even if that happens 20 years later in OP time he woukd be very lucky if he becomes comparable to Dressrosa Doffy, probably a seat at best.
