Post Rose Mereum Decimates them all by himself. Lets leave him out for now....
- Pre Rose Mereum vs All Might = All Might has superior strength, but Mereum is superior in every other stat.
- Youpi vs Endevour = High temperatures are nothing to Youpi. He kills him with one hit.
- Pitou vs Hawks - Pitou mauls him
Like unless its every pro hero in existence, then they perhaps have a chance. Only a hax person like Shigaraki can put down Mereum....sadly he isnt a hero.

You can argue all you like. Prime All Might isnt Light Speed. Post Rose Mereum will dodge him all day, and just spam him with casual Blasts or just rips his head off. Doesnt matter since All Might doesnt have good durability.
