As one of the marines on egghead said “Zoan devil fruits usually take over the users body, transforming them permanently” or something like that. But anyway since chopper is weak (FOR CURRENT STANDARDS) his devil fruit will take over, transforming him fully into a human. Plus this would make choppers bounty go higher, since chopper is an animal the WG doesn’t take him seriously, but if he was a human his bounty would go extremely high. Also right now the only human thing that chopper can do is talk, and that’s it, and that’s just basic human vocal thingys not really humanny. Also if chopper was a human he could be a better doctor by actually having hands and a human body meaning he could be a better doctor than he already is
