Assuming Cell was brought back to life and he somehow managed to reach a Golden state, then absorbed Super's Android 17 and 18, or perhaps went Golden after he did the job

How powerful would he be then?

For me, golden form was an asspull to bring back old famous villain.
It is like giving free ticket to villain so they could catch up to protagonist years of progress.

So, how strong Golden Cell would be?
Imho, it will be as strong if not slightly stronger than Goku or Vegeta in the timeline that Golden Cell will be introduced since that golden form is only to served as fast trick to make older villain become relevant again.
