Hoping for Stussy in Elbaph or Wano Act 4.
Lucci and Kaku are so Pluton-coded it's hard to describe, and when we left them, they were leaving Egghead, right around Wano.
Stussy's big issue at the end of Egghead was the death of her father, Vegapunk. But, Vegapunk's Chimerapunk is still alive, and the Stella can be brought back to life (wonder when the Gorosei is going to realize how bad of a job they did killing Vegapunk?).
IMO Stussy went up to Punk Records to escape the island. We never seen her get on a boat, and her character was tied to Vegapunk by the end of Egghead.
When Chimerapunk contacted Haredas in Weatheria, I think the reason was actually simple: Egghead is now a Sky Island, so, to hide it/live, Chimerapunk wants to find another section of Sky Islands to connect Punk Records too.
This makes Elbaph a possible area for Chimerapunk to park Punk Records; Vegapunk is known in the country, and a friend of Saul. Considering Vegapunk is also close with the Straw Hats, who are now heroes of Elbaph, I'm sure Luffy could put a word in, too.
BUT, my Wano Act 4 theories have always centered around Wano becoming a Sky Island: I think it's also possible that Chimerapunk elects to go to Wano, and it becomes a Sky Island eventually.
Wano itself is a natural fortress, and Orochi long-ago foreshadowed Vegapunk entering the country. Vegapunk is needed to deal with the SMILE problem, and, while Luffy is indeed well-liked in Elbaph, he's a national hero in Wano; Momo would definitely take in Vegapunk.
Finally, we might be seeing the Vegapunks eventually divide themselves over the world, once the other Satellites are rebuilt. We have 7 Satellites, one for each Blue, one for each side of the Grand Line, and one for the Red Line.
Between her ties to Lucci and Kaku, and Vegapunk, Stussy is now a Pluton-coded character, and also fits that plotline as a clone woman who became a "human weapon" for the WG.
So we should see Stussy either in Elbaph on Punk Records, or heading to Wano, depending on what Chimerapunk chooses. Since Lilith is already on Elbaph, and it's kind of ridiculous to move Egghead to Elbaph after we just left, I think we'll see Vegapunk attempt to make a deal with Momonosuke.
Momo and Wano making a formal agreement with Vegapunk would be the first big foreign treaty Momo signs, would help open up Wano by connecting it to the rest of the world via tech like the internet, and help Wano be able to defend itself. This way, once Kuzan tells the WG about Caribou telling Teach about Pluton, when Lucci and Kaku are sent to deal with Pluton and finish their Pluton plotline, Stussy will be in Wano to reunite with Kaku/Lucci.
If Momo's Flame Clouds are comparable/compatible to Island Clouds (which they seem to be, considering Kaido and Momo's Flame Clouds could lift Onigashima), Momo should be able to use his Flame Clouds to deal with Wano most likely lacking Egghead's Island Air Conditioning System. Since Kaido could coat himself in more or less lava with Flaming Torch Dragon, I'm assuming Dragons can use the power of fire present in volcanoes to produce Sea Cloud/Island cloud by merging the flames they use to make Boro Breath with the water vapor in the air; IE, their bodies naturally produce Pyrobloin and can merge it with water vapor to create "Flame Cloud", Sea Clouds made by Dragons.
This would effectively leave us with five Vegapunk labs operating on some functional level: Baldimore, Punk Hazard, Egghead, Elbaph Lab, and Wano Lab.
So, like a lot of other shit on my board, Stussy is slotted into Act 4 right now. I'd be surprised if Kaku and Lucci didn't show up for Pluton... Shamrock will probably request CP0 back up once Kuzan's report about Pluton comes in and causes the WG to mobilize on Wano to stop Teach.
Loki has become a Dark Horse candidate for Pluton's Operator on my end, though I still believe it will be Momo.
