Full Zoan have Best Stats
While Human Form have Best Combat Capabilities
Hybrid allows User to use those Full Combat Capabilities of their Base Form with the Physical Stats & Powers of their Zoan Form
So yes, Hybrid > Full Zoan & Human Forms
However it should be noted that if Zoan User have no Combat Capabilities then their Full Zoan Form is the Strongest.
For example Smiley is a Poison that ate a Zoan DF, so it has no Combat Capabilities in Base Form, it's strongest Form is it's Full Zoan.
Orochi could be another example too, his Full Zoan is his Strongest Form

but its stronger than your base , also gain more speed and physical strength
but you get a nerfed version of your abilities
