Introduction
There seems to be a very common conception that Corps Commanders are Top 100 Rankers, but I honestly find this to be very unlikely. In fact, I think that ALL the Corps Commanders that we've seen fall outside the Top 100.
Distribution of the Elite High Rankers
My reason for this is the distribution of the Top 100 Rankers and of Floor Rulers.
* Some of the listed people may not be Top 100 in Ranking, but excluding the politicians, they all have strength sufficient to be Floor Rulers and are not Floor Rulers.
I'd guess that at least a third (and maybe even up to half) of the Top 100 are not Floor Rulers. So it may be the case that half (or even more) of the Floor Rulers fall outside the Top 100 (32 of the 132 must of necessity fall outside the Top 100, and considering the number of Top 100 spots occupied by non Rulers, we can easily see another 30+ Rulers that fall outside there).
Interlude: Rarity of the Top 100 High Rankers
The claim that Corps Commander tier fighters are representative of even the lower Top 100 seems flat out false. We're looking at more than 150 and closer to 200 people with Floor Ruler strength that fall outside the Top 100. It seems very likely that more than half of the Floor Rulers are not Top 100. So the median Floor Ruler is not a Corps Commander.
The only people currently in the Nest that have been explicitly mentioned to be in the Top 100 are Jinsung and Maschenny.
Even if you think Corps Commanders are comparable to or above Jinsung/Maschenny in strength, their respective infamy and influence may be a reason that they are ranked higher than them.
(To be clear, I don't believe that the Corps Commanders are stronger than Jinsung [and especially not stronger than Maschenny], I'm merely pointing out that such a belief is not reason to expect Corps Commanders to be ranked in the Top 100).
Conclusions
I think it's just flat out wrong to try and suppose that Corps Commander tier fighters are necessarily Top 100. We have no indication that they actually Rank that high and many reasons to think they don't.
So far, there are no indications that Corps Commanders are above the average Floor Ruler (comparable to Evankhell in strength). And considering that around half (if not more) of the Floor Rulers fall outside the Top 100, I think the average standard for Floor Ruler and Corps Commander should be taken to be Top 200.
That is I flat out believe that it's more likely that the Corps Commanders we've seen are Top 200 than they are Top 100. Lyborick in particular was probably not even in the Top 300 before he was selected as a Corps Commander.

- Becoming a Floor Ruler is a massive boost to one's Ranking.
- Without her Floor Ruler position, Evankhell isn't in the Top 100 High Rankers.
- This was explicitly said.
- Killing Evankhell only places you in the Top 200 High Rankers.
- Being a Floor Ruler bumped Evankhell's Ranking by more than 40 spots.
- Without her Floor Ruler position, Evankhell isn't in the Top 100 High Rankers.
- There are several people in the Top 100 that are not Floor Rulers *
- FUG Executives
- Jinsung
- Any other Elder or Slayer that is Ranked this high.
- Wolhaiksong Executives (other than Baek Ryun)
- Zahard Princesses
- Maschenny
- No indication whatsoever that she's a Floor Ruler.
- Adori
- She is the Captain of Zahard's Royal Guard and so most likely resides on his Floor

- I wouldn't be surprised if none of the Princesses are Floor Rulers
