So anyone who follows the maps of China will know that there was a boundary change. Originally, Chu/Zhao were touching each other. That changed from the FD arc onwards, which led people to believe it was a big retcon on Hara's part and that they never changed in-verse. However, the anime actually stated that Riboku and SSK agreed along with the rest to change the boundaries, to impact Qin's expansion.
In the manga, turnip farmers (the translation team at the time), translated it incorrectly to this;

That translation isn't as specific.
Because of the anime's translation being a little different and suggesting something different, I've asked someone who can read fluent Japanese if he could tell me what the RAWS said. His response was:

Two years ago due to Coalition Army's Invasion
秦国の国境は大きく形を変えていた
The borders of Qin Kingdom had changed greatly.
李牧と春申君は"山陽"てそ取ら戻さなかったものの
Although Riboku and Shunshinkun didn't take back Sanyou
秦が中華へ出づらくなるよう
in order to make it difficult for Qin to take China
国境を書き変えて行ったのである
the national borders were rewritten.

So that now explains that the maps were not retconned, but China did actually reform itself. It's a small matter really, but I found it interesting because of old debates i've had over who Kanmei had opposing him (since someone argued that Kanmei had weak opposition as he was never in the face of any Great Heaven, using the current maps as evidence).
