Given how there aren’t many Rocks pirates we don’t know about. Silver Axe was one of Moria’s zombies and Whang Zhi was strong enough to be an issue for Teach(meaning he probably wasn’t defeated by Ace).
So imo the next most likely option for the shichibukai Ace beat would be a former Roger pirate. Specifically a lesser known member.
Given how strong the SHs are, even a weaker SH like Brook could eventually be strong enough to be a shichibukai by the time Luffy reaches laugh tale.
Hence I think there’s a decent possibility the former shichibukai is among:
