Since Oda decided to only give Luffy a 3 billion berry bounty, I feel like Akainu would be a good candidate for next villain.
He's not as strong as prime Teach, nor would he be as strong as Imu. He's the perfect stepping stone for Luffy to go from beating kaido with help to taking out prime Teach.
Also, with the sabo incident that happened, that could be the proper impetus for Luffy to invade new marineford. Greenbull's presence in wano could also tie into this. Perhaps he kidnaps law or maybe Robin and Luffy will have to save them as well.
One final thing. While some see the admirals as final villains, the gorosei stated that they were just the outward face of the world government. If the Gorosei and Imu are the true power of the WG, then Luffy defeating the admirals could give them the opportunity they need to consolidate more power. If the admirals prove themselves to be too weak to stop Luffy and his allies, the WG might replace them altogether.
They surely have the technology with the SSG. Much as they took away Kuma's memories and turned him into a robot, they could do the same to the admirals, as well as Kaido and Big Mom.
