If not zoro, probably jinbei i guess, sanji is guaranteed to be surpassed if she gets an increase so i didn't bother to mention him.

He is the 3rd strongest, I meant bounties. He always or mostly has been 4th.

Fighters like Zoro and Sanji are a threat, but they can't reach Laugh tale even if you had 10 of them.

I think it's quite possible after they get the last poneglyph that her bounty will surpass Zoro's. Sanji already surpassed Zoro once and I don't see why Robin can't too. Oda will change bounty dynamics as usual, Ussop will probably get big bounty gain as a gag since he hasn't participated much in the last few arcs and Jinbe will be left behind. Sanji will probably stay in fourth
