But with the issue of the affected targets still being able to run and escape, Caesar tried to find an alternative by making the Smiley eat a special kind of food(the giant sweet) essentially turning him into a mass spreading gas immobilizing everyone in contact with it to perfect its killing process

Because after eating the special sweet-food, i think the zoan rebirth Smiley H2S gas effectively died to turn/be transformed and rebirth into the actual Shinokuni(Land of Death)
Why is it important? Because in the rebirth process, the zoan modelled fruit itself or rather the soul of the fruit vanished to try to find another place of birth and do you know which better place it is to rebirth?
Yes another fruit of course, but what is the most interesting part about this is how the rebirth devil fruit actually chose the closest fruit in proximity to take refuge in and ultimately transforming it into another devil fruit
Maybe the same thing happened between Big Mom and Mother Carmel then.
We know as well that Mother Carmel was the previous holder of the Soru Soru no mi
And it's heavily implied Big Mom ate her(judging by the sound effects and her clothing)
And thus killing her, forcing the fruit to find a nearby one to reside in, with Big Mom likely ultimately eating that fruit.
Burgess in dressrosa was also seen carrying a bag of devil fruits and explaining how he has to kill Luffy, then steal it also further hints to this possibility
With the devil fruit's soul likely being forced to being rebirth in one of the nearest fruit to him(inside his bag) after Luffy's theoritical death and taking advantage to eat it and ultimately become a devil fruit user himself.
Looking at all this then, i think it's how Blackbeard achieved Whitebeard's gura gura devil fruit in the war, likely using the black mantel not only to hide what he was doing to the world, but also not to miss the opportunity of achieving and eating the rebirth fruit this way :)
