After the Egghead arc, we got to know that the sea level rose to 200m. Most of the habitable landmass of the ancient world sunk and is at the bottom of the sea. It was a mass extinction level threat to humankind, only the people living at higher elevations or already equipped for a massive flood are the ones that survived. For example, Fishmen (breath under water), Lunarians (flying to higher elevation), Giants (taller), people who knew how to sail etc.
And in those circumstances, the most vulnerable group of people to basically wipe out would be people who didn't how to swim or adapt to it.
Now, I think the ancient kingdom had technology to make life easier through innovation and tech. Which in part made them prosper so much that they became a self reliant utopia and isolated themselves. This isolation policy can be compared to the Edo period.
The tech they used worked with actual science but was far developed from the other cultures. And due to the isolation, it seemed like magic for people from the outside.
As AK people were a utopia themselves, they didn't have the desire to set sail and connect, trade with others. And due to that they weren't a maritime force.
It was Joyboy who changed that. He became the first traveler to go outside AK and see the world. He shared the fruits of labor from his country to solve the ongoing problems in the world. He made a crew. And it contained people from different races and background.
My theory is, Imu came from one of these crewmen. Imu was Joyboy's nakama. Where Joyboy saw the potential of tech bringing happiness and joy to the world, Imu saw that it brought pure destruction to the nature. Where Joyboy saw the sun's hope and revival, Imu saw its darkness and destruction. Basically Imu is a fantasy version of Unabomber aka Ted Kaczynski. Imu despised Joyboy and his AK tech that was destroying nature. Imu wanted to revert back the technology and keep the society at a certain limit so that they could not destroy themselves. Where Joyboy wanted total freedom, Imu wanted total control for mankind.
We can still see Imu in a flower garden, playing with butterflies.
AK tech were temporary powers, and was kind of rechargeable through Ancient Kingdom's power source, a stable fusion reactor capable of generating large amount of clean energy. But Imu proposed a better idea to make the powers last permanent, and thus, the Devil Fruits were created.
Devil fruits were used to dupe AK people, as they didn't go to the sea, they didn't see its downsides. Later when see level rose dramatically, they all drowned.
