Plenty of good choices so far.

I am gonna pick a Logia and name Pika Pika no Mi.

Luffy relies on speed and strength when fighting and if he could use the DF to greatly increase his stats (light speed punch from current Luffy is frightening even for top tiers), have all light attacks on his arsenal, push Pika Pika as far as he did Gomu Gomu, and maintain Ryuo + FS, he would no doubt be the verse's strongest.
