From Herald's perspective, he wanna the remove the violent past of the Ancient Giants. That baggage is too strong and he don't want future giants to keep paying for sins of the past or living up to the warrior hype.

He don't like the Giants are muhh violent warrior stereotypes and want them to become like a bunch of normies.

No matter how awful the WGs are, they have the mechanism to make Giants to fully normies again like what Herald just said.

Xebec is right that WG mainly want Elbaf for their military might but Xebec himself want the giants to join for their military might and majority of WG military are humans so Herald couldn't care less

Xebec want to reinforce the "harmful" stereotypes that Herald spent so much time fighting against. Naturally they clashed but it seems like there was no killing intent from Herald

Plus, joining Xebec's cause is doomed from the start anyways

So did Herald do right thing or not?

As a king he was doing the right thing. Even if you want to overthrow the WG you still cannot ally yourself with Rocks cause then your whole effort for making Elbaf a nation in the global fold would not happen. Elbaf has/had very bad reputation (Harald himself had) then you add that Elbaf has allied with Rocks (most notorious and evil pirate in the public eye).

Blaming Harald for not knowing the extent of World Government evil is a very stubborn take imo.

He himself knew WG is not the ideal organization, he literally said his faith is in the Navy which is composed by good men for the most part, but as a King he had to give it a try regardless. It's not like he was an omniscient god who can tell all the dark history of the WG...
Elbaf already got close to pershing because of famine once, he would have been a fool to NOT try to get help by the World Government.

He would have been a FOOL if he decided to side with Rocks since Harald is carrying on his back the lives of an entire country. As likeable as Rocks can be to us readers, and maybe not even being fully evil, he's still the most troublesome pirate of his era with a horrible rep and an infinite criminal record... is that the person you want your country to be officially associated with? Going with Rocks, Harald would've just put a target on the back of Elbaf people.

Also, he doesn't owe anything to Rocks. They only had a good drinking buddies/hanging out relationship. That's it.
Who Harald REALLY owes are the countries that saved the Giants from famine.

He doesn't have to side with Rocks... he could have just stayed independent like Elbaph has for hundreds of years.

If he doesn't know the extent of the WG's evil, that is on him. He went as far as to try to kill his friend for the chance to join the WG, and if he did that without knowing how bad a deal that is, it's completely his fault. It's not like he had a deadline that was running out and he needed to join to save/help his people.

History teached Harald that Elbaf can't exist on the long run without external help.
Any 'Help' from the WG would have cost 100 times its worth.

His goal is stupid... any country that can safely exist outside the WG joining them is a stupid decision...
Erbaf is "discriminated and feared" by the world; it exists on its own because it has stolen, invaded and raided other countries and has the strength to do it.
Harald wants Erbaf to be, let's say, a productive, peaceful, not "evil" giant-pirate country.

One can agree or not with this goal, but if one wants to do that, joining the WG is kind of the way to do it. Obv. he doesn't know about Imum, but almost no one does.

About this: Xebec could have fucking told him.

They'll be so loved as thugs of the WG.

As I said before, history teached Harald that even a country as strong as Elbaf needs external help to survive in worst case scenarios. So maybe not a deadline but when the Elders knocked at his door after years that Harald spent trying with the diplomatic deals... well it's fair he tried.

And yes, refusing their proposal would have meant to take a position: associating Elbaf as closer to Rocks and distancing from the allied countries. THAT would have been much more stupid.

I get that he betrayed Rocks who was a buddy, but he had a valid (collective) reason to do so: Elbaf hope.
