We know at some point Harald decided to cut off his horns, which apparently was an action to symbolize his rejection of the violent and warrior driven history of his people and his dream to create a more peaceful Elbaf.....
But looking at the flashback it seems like he's been doing this for a while and people in Elbaf don't really seem to be against that the flashback is also going pretty damn fast we basically speed ran 20 years i thought he would've started with that but i don't see that there's a situation in Elbaf where people are rejecting his actions and as an extreme symbol he decided to do that.....
Now maybe we haven't reached that point in the flashback yet but what if as a requirement to join the WG he was requested to cut off his horns ? Maybe Imu knows the prophecy / murales we saw in Elbaf and if he had to ally with Elbaf's warriors he wanted to be sure the current ruler didn't have horns you know " just in case "
