Think of it; Those 2 were out on the streets & only had each other when their dad went to jail.
Fer a while after they met Oden, things were looking up since they were fixing Wano up.
Then, just cuz Flat-top didn't feel like staying in Wano & Izo tried to stop him, Izo basically found a new family that didn't include Kiku.
And just to dump some tasty salt on those fresh wounds, when Oden finally does come back, it's not with Kiku's fam, it's with his own new fam that Kiku now has to help care for.

What does that say about Izo, by the same measure? He could have easily jumped to Roger’s ship (although WB punishes disloyalty, Izo originally recognized Oden alone as his master), knowing that Oden would EVENTUALLY return to their shared homeland, but he consciously decided to stay outside Wano and continue on without (presumably) any further contact with his sister and their friends. Wouldn’t blame Kiku one bit for wanting to betray the only family she’s ever known after they disregard her so callously.
