We know that Imu most likely wanted to kill Vivi as well and we know that Sabo was there fighting the 2 admirals with the other commanders and they wanted to rescue Kuma , Sabo knows for sure the connection between Vivi and Luffy and i doubt he would allow that .
Well we know that Kuma can send people away what if he has regained his consciousness (or still has some thing programmed into his mind to do so) and send the revos and maybe Vivi as well far away that would explain why the revos couldn't contact Dragon and Co.
the funny thing Kuma send at last Luffy to Amazon Lilly , and again Oda stated the following "Sabo will ... , Vivi will ..., Hancock will ..."
Well Sabo knows of Vivi and Hancock's connection to Luffy and would like to help them in Luffy's stead especially they have the celestial Dragons as a common enemy.
if Sabo and Vivi landed in Amazon Lilly , Koby is the marine who is going after Hancock , more or less we have Luffy's fan club.
so i can see at least Sabo , Hancock and Vivi helps each other .
other options Koby can even desertes the WG because of what happened to Alabasta or the bad things who was told by his captain Drake that WG has a connection to Kaido and Orochi , he knows how exactly good Luffy is and how bad is exactly the WG . even the marines who accompanies him can be recruited or swayed either by reasoning , by the beauty of Hancock or whatever or else turned to stones for the moment.
Even if Fujitora have gone there he is another Luffy's fan.
