So did the whole post ts germa backstory improve sanji as a character or made him worse

As a backstory, zeff one was great

Now this germa one feels more for power ups rather then making sense or improving sanji character.

It also came way too late same as mythical zoan luffy

All the SHs have been flanderized to various extents. In Sanji's case that has shown itself through the dialing up of his pervert gag to 100, in literally every instance possible.
So in that sense he's worse
Flanderization hit all the straw hats like a truck. Downside of long term series afterall.
Eh imo Nami, Brook, and Robin were actually better after the timeskip

Brook - Yes but he barely existed Pre timeskip. He didn’t have a character to inflate.

Robin - Hard disagree. Robins turned into a comic relief character with her inner and dark thoughts that others play off of. Pre timeskip robin, specifically Skypeia robin was the best form that character showed.

Nami - Couldn’t disagree more. Yeah pre timeskip Nami had some fanservice and a damsel in distress moment; but post timeskip made it worse. Pre timeskip Nami was at least important on the ship. Post timeskip Nami isn’t even a navigator as there hasn’t been any scenes showcasing that. She’s literally just been used as fanservice or as someone to be rescued. And her big moment against Ulti cemented just how poorly oda has written Nami post timeskip.

Nothing changes for Sanji at all. He's the literally the same as pre-timeskip. You might argue that his gags is more common while his badass moments is less often but Oda wanted to show the perspective of Sanji's humane side. And Zeff backstory was good but it feels like something is missing. Germa backstory just happened to fill out that empty story and concludes Sanji's full backstory.

Brook - I mean we’ve grown to know the guy more. I remember around Sabaody, he didn’t really feel like a part of the crew yet IMO, but now he really does feel like a Straw Hat through and through

Robin - Robin beckoning more open and lighthearted perfectly fits her storyline in Enies Lobby though. She’s not as closed off anymore, and that’s a good thing. It’s meaningful character growth. Her going back to her Skypiea personality would’ve undermined her characterization IMO

Nami - Just because Nami HAS fanservice and needed to be rescued a few times doesn’t mean that she isn’t a great character in her own right. I’m not sure what you mean when you say we don’t see her navigating, because we quite literally do. Are certain arcs too long? Sure, but that doesn’t mean she’s somehow less important now. And the moment against Ulti was a great character moment. It paralleled the death of Nami’s mother, and it showed how much she’s grown since Arlong Park

Nah he is WAY better, he is completed version of his pre TS self and in wano we saw that

people just look way too much into his gags, which tbf after FMI were not that bad or i cant recall them

Everyone looked better pre timeskip because the manga was mainly focused in the Strawhats, so everyone can easily get that same feeling when comparing both..

Then Oda stopped focusing that much in the Strawhats aside from Luffy, Sanji and Zoro. A lot of secondary characters started being introduced and getting a proper background, which made the Strawhats get much less screentime compared to the pre-ts

Sanji's gag got a bit worse because of the nosebleed thing, even if it barely lasted a chapter in FMI, this wasn't even a thing in the pre-ts and it just came out of nowhere and Oda just went too far with it for comic relief purposes. But other than that i only see improvements for Sanji's character in the grand scheme of things.

Keep in mind that the post-timeskip didn't end yet, it is still going..

Timeskip did him dirty because Sanji is the only one without excellent training environment, supportive resources, or peak level mentor. Not mention his character is made creepy in FI.

However if you're talking about Germa, it improves his character, because any added details is character development.

Still, why introduce RS only for it to get destroyed. If Oda wanted Exo plotline, he can just use "Reiju gave me that meal, it feels different" plotline or something like that.
