Maybe Ragnir liked Shanks too. Maybe Ragnir has a similar agenda as Shanks. He is from the Void Century, and he knew that it wasn't time yet for Loki to run amok. That they had to wait for Nika etc. So he helped Shanks subdue Loki for now. That is why they didn't seperate Ragnir and Loki, when they chained them up.
