there are countries who literally pay taxes to fund this place. Those countries who we see are poor and barely manage to scrounge up money to remain in the WG. We saw Kuma’s sorbet kingdom where the king decided to literally declare all the poor people as non-citizens with no rights because he wanted his country to be worthy of joining the WG

A big part of why those countries are poor is because they pay the heavenly tribute to the Celestial Dragons, not Impel Down funding. This has been mentioned multiple times. Its also the reason why countries like Sorbet kingdom cannot join, because they cannot pay the tribute.
