I think Dio loses his freezing ability in part 3 ? Which hinders him considering it's a durability negation ohko move. There's no way to counter time stop, so Netero gets crushed unless he's too durable for Dio to damage.

Dio stand will be punch left and right by Netero golden hands, but The World is durable enough to take hits and activate the time stop and then kill Netero, but Dio will be iinjured after that damages.

He doesn’t have named attacks really, but the ora ora is his signature punching rafale, and it’s not very strong. In part 4 he struggled to damage Kira’s sheer heart attack that is as hard as diamond iirc

And thing is, Jotaro is a physical beats by JoJo standards, compred to other verses his power is just poor. Luckily he gets time stop powers too.

Wait I thought Dio was the one punching it.💀

Anyways with what ive seen Netero neg diffs. Hes several times more durable than a dude who is more durable than a tank.

So even if Dio stops time, he isnt doing any damage to Netero.

Oh, i forget to say: Composite versions means every version is allowed, so he can use his freezing ability too (He has access to all his abilities in the previous seasons). I only don´t take the game version and novel version for obvious reasons. The World over Heaven, The World Ultimate and The Passion are to extreme.

We're taking composite Dio, which means Time-Stop + Freezing that negotiates durability. And Dio still can aim in eyes.

Dio still has access to knives and all sorts of weapon he wants. As long as Netero can’t counter time stop he can try whatever he wants. He had an ability in part 1 where he could freeze blood but that got retconned in part 3 for some reason.

Nvm it’s composite Dio, so he has it. Netero can do nothing then.
