Current blackbeard only has a bounty of 2.2 billion a bounty way lower than any emperor and even lower than some non emperor
What blackbeards bounty likely reflects is his greatest showing of strength and overall his biggest accomplishment
Aka the thing that made him a emperor in the first place his victory during the grudge war. With blackbeard fully defeating the rest of the whitebeard pirates aka an emperor level crew causing them to dissolve
In the end of wci luffy was considered a short of honorary emperor when they found out about him defeating 2 sweet commanders and wreaking big moms island. With them giving him a 1.5 billion berry bounty for it and stating hes the closest thing to an emperor without actually being one with his fleet.
With blackbeards accomplishment of officially defeating the remember whitebeard pirates till their no more being an even bigger deal than that
Now luffy along with kid and law all accomplished something even bigger than anything blackbeard has currently shown by defeating 2 emperors. With each captain getting a third of the credit. Luffy being the only emperor out of the 3 due to him having a fleet and probably stronger crew.
Hopefully hell do something soon to show off how big of a threat he is to the world government. Hopefully even exceeding their current bounties at the very least
