Normal types of haki already had inconsistent showings and while some things are easy to explain like no one of the top tiers in Marineford using Black Coa armor ( explanation being Oda planned to keep the visual off till post timeskip and they were actually using it or could be that Coa could be done with no black coa coating‚ though still leaves the plot hole that none of the top tiers in a WAR used it...not even one person with their life on the line )
