Yes easily. I think the final war is going to be a lot of jumping around like Oda does inbetween the arcs right now.
It's mainly a power struggle hence a lot of fights/scuffles with minimal build up like Garp raiding Hachinosu or the Revs raiding MJ or GB capturing Weevil.
Elbaf is likely the last arc with actual 'island's plot build up'- chapters. It's where Oda gets lost and wastes the most time.
The amount of key figures is also manageable.
He might have already concluded the plot of one or the other character during the Elbaf jouney and we will just see it afterwards.
I think the only actual "arcs" are going to be SHs vs BBPs plot, perhaps a CG Davy Back fight, laugh tale and a MJ raid.
The only way he can really mess this up is by giving the Rev fodders, marine fodders and the grand fleet members far too much panel time.
