Questions & Mysteries Does every Top fighters from Wano able to use "Ryuo"?

From One Piece Chapter 940 and 941, Hyougoro The Flower told Luffy about the other version of armament haki called "Ryuo"

And there is an interesting part when he says "Here in Wano, we have an Ability like that".
So from my assumption, all of the Nine Scabbards including Izo and Kanjuro might able to use "Ryuo".

Other than that, the other fighters like Hotei (Minwarigumi Leader), Fukurokuju (Oniwabanshu Leader), and the other Yakuza bosses might able to use "Ryuo".
With that being said, what do you guys think?

I dont know about the outsider, because Hyougoro said "Here in wano we also have an ability called ryuo".
So, the outsider like maybe Flying Six, Hawkins, and Apoo might dont have Ryuo. But who knows, unless the plot said so.

Ryuo is simply flowing haki from your body into a weapon in order to enhance it. Literally every single fighter who uses haki and a weapon can use it.

big mom uses it, kaido uses it, hell even tashigi and helmeppo use it

ryou in of itself is not an advanced technique

The Ryuo seems to be the basis of Wano Swords Techniques, so i asume that all Samurais from Wano are able to use it.

Somehow like the Haki of the Kujas, that everyone in Amazon Lily knew because is the basis of their Martial Technique.

Ryuo is just a Wano name for haki, Ryuo is a regular haki thecnique, it's deferent from black hardening but nonetheless it's a regular haki that every human has around his body.

Ryuo = Advanced CoA in general.

No it’s not man, it’s just what they call haki, hyogoro himself called barrier haki by its name and advanced haki that too.

People need to understand this. It's just like how the people of skypiea call observation haki, "mantra". Ryuo is just the way they refer to haki in Wano.

Yes, every top fighter is able to use Ryuo
evidence: We have seen multiple Wano fighters (from different factions as well) use it, it safe to assume other Tobi roppo and other yakuza bosses use it as well as the nine scabbeds ... that’s pretty much every top fighter isn’t it?

Since Flying Six most likely an outsider, so im not putting them as a "Ryuo" user. What im referring to is a pure wano citizens.

And then Hyogoro later says that Luffy used a much more advanced form than anything he could teach or have, which is when he broke the handcuffs.

Only that is advanced armament or advanced ryou, not to flow your energy to a weapon. Luffy was just stupid and thought that even barrier haki is advanced since he didnt have it, yet it was something basic from wano since it principle was flowing your haki to outside just as they flow their haki to a sword lol.

Ryou is simple haki. So 9 scabbards have it, Fukurokuju too and Yakuza bosses.
