Without Haki, the Devil fruit has forced characters to fight with creativity and try to exploit enemy weakness.
Seastone seems to be the answer for Oda to counter the devil fruit.
  • Nami used element to counter elements (Enel, Monet)
  • Luffy used water tank/blood against Crocodile
  • Brook used soul power to cut other soul
  • Zoro tried to use Seastone to fight Enel
  • Luffy used mirror against foxy
  • Luffy used stone pillar to fence off admirals
  • Luffy has extra caution with sharp weapon due to his disadvantage
  • Luffy is immune to fist/bullet
  • Sanji used devil jump to counter skin hardness
With haki,
  • Top-tier fights turn into more dragon ball style with multiple levels of Haki
  • Devil fruits became more like a gimmick
  • This reduces the gap from overpowered devil fruit
  • The fight variety or strategy become irrelevant. Now fist can exchange blow with sword. Strong Haki can immune to everything
  • Characters with COC automatically stand above others
With this, I think OP without Haki make fight becomes much more interesting due to its variety and counter strategies.
What are your opinions?

Well One Piece is not a very complex verse when it comes to fighting dynamics compared to others. It personally entices me, and haki can look beautiful aesthetically sometimes.

Worse. It makes a lot of things redundant (like you said).

It had the potential to balance things out without the need to kill every bit of creativity involved in fights, but Oda didn't properly plan it out, and here we are. I think it was necessary to begin with, you couldn't have logias running around unchecked, but Oda just didn't execute it right.

Better. I disagree with your points about haki, nothing to do with DB and DF are still powerful. Kaido can't be shambled by Law, yet, Ope Ope still affects him with iternal damage so not immune to everything. Katakuri controling his body shape to avoid damage from haki is another clear moment of haki not being guaranteed success against DF mastery.
CoC won't save you all the time if you're not keeping up with other CoC users otherwise Chinjao wouldn't give up and get way weaker, Ace wouldn't have died before reaching much higher level, Doffy and Boa as strong as they can be, I'm sure wouldn't automatically stand above other non-CoC users high level fighters as the Commanders.

IMO, the 2 actual problems with haki are people assuming stuff that never happend as rules for haki and Oda taking too fucking long to explain it even though haki was being slowly introduced since Shank's moment and actualy mentioned in chapter 234 by Blackbeard.
