So impel downs standards seem rather low for the greatest maximum security prison in the world.

If Daz bonez is a level 4 criminal and pre timeskip Luffy is level 5; I don’t feel confident in the strength of the level 6 prisoners.

To be fair, he chose the best of the best of those who are willing to become underlings... There may be more powerful ones who chose not to join... But there are some Level 6 escapees that were captured even by someone like Jean Ango... So it varies... Those in Level 6 doesn't necessarily have to be powerful, just have to be dangerous to the WG... I bet even Robin would be placed there should the CP9 succeeded...

Level 6 =\= strongest

Of course a lot of guys are there because they are strong and dangerous Pirates (like BB recruits) but someone with a lot of info on WG would go to level 6 even if it is a weakling.

Doffy, Croco and Jinbei are send there not just because they are strong, but because they have had ties with the Governament before, and the gov want to erase those failures



The only strange thing is that Iva, the number 2 revolutionary, was not in level 6, or pehaps by the time he was captured the Revos where not seen as dangerous as they are now.
