We know York sent a fragment, but, we don't know how much that fragment can power the Ancient Machine Imu has, Uranus.

If Imu has enough Mother Flame remaining to still use Uranus after destroying Lulusia, where do you think Imu will use Uranus next?

I think what used Mother Flame is similar to Big Mom's Powers
Meaning it has a Condition

Big Mom takes Soul Payment from Totto Land Inhabitants
And if you turn against her or try to leave, She will take your entire Soul as long as you Fear her
Meaning her Powers rely on "Fear"

Mary Geoise take Heavenly Tribute from all Kingdoms who joined WG
So i believe that Imu can punish them by taking everything They own (Full Payment, just like Big Mom)
However, as We've seen, People of Lulusia didn't know what's gonna happen or who is Targeting them
This means that They already met the Condition for Imu to use her Powers

And only crime Lulusia Kingdom committed is Betrayal
So imo, Imu can only target those who aren't Loyal, that's why WG only accept Countries that can prove their Loyalty by giving away Treasures,
It's basically like signing a Deal with the Devil

Mother Flame is simply the Fuel for such Power
Blackbeard trying to make Pirate Island join WG means that it might get Targeted sooner or later
