No, Oda will never bring up the world knowing about Luffy defeating Buggy (even if it happened and it was somewhat recorded) because there is no reason to do it. It would only ruin the recurring "Buggy is a living legend" joke (which is quite important actually).

Also I don't believe anyone except for fodder actually believes that Buggy is strong. Kidd seemingly knew he was a fraud. Buggy probably only has a 3 billion berry bounty because he is the face of Cross Guild, regardless of him being fodder.

Oda will just keep throwing the "Wow, Buggy is so cool" gag until the end of the manga. Then of course the important characters know it but what matters is that the world doesn't and instead look at him as a legend. It is just like Mr. Satan in DBZ (and a lot of other shows have their own character with this role).
