Chapter 886 we had Luffy talking about it with Brulee.
Luffy out right stated Kata was burning through his stamina by using CoO all the time. Makes Katakuri even more impressive being able to have it on almost all of the time.

Even someone like Enel that uses his most of the time turns it off at times because he needs to turn it on when he wants to calculate how many are still alive. Same with Rayleigh turning it on when calculating animals.

Rayleigh didnt really calculate the animals numbers. He was just trying to look cool so he said a random number to impress luffy. Hes the biggest haki fraud in the series.

Yes, think of Haki like a gauge - the more you use, the faster it drains.

Different characters likely have different sized gauges. E.g - Big Mom may have 1000 Haki points whilst Roger has 1250 Haki points (totally random numbers). Some things drain the gauge faster than others. For example, regular hardening may use 10 Haki points per hour but high-release CoA may use 100 Haki points per hour. You can seemingly either increase the size of your Haki gauge or reduce the rate at which your Haki is depleted; we know this as Zoro will steadily increase his time limit in KOH.

Katakuri is the only FS user thus far who keeps it on throughout a fight - everyone else only uses it as and when they need to. But everyone else uses advanced forms of CoA/CoC that are also draining their Haki gauge, so maybe that's why.

People using it while sleeping and also it's low effort (I'm not talking about FS) where as you don't use arnament or CoC while sleeping or casually.
That's not an indication that it's not stamina taxing.

You have whitebeard doing it who's a yonko.

Zoro doing it was easier considering kaku was yelling his attacks and stuff from far away

There's direct evidence in the manga that coo is taxing
