Mihawk doesn’t really have the ambition to climb higher and higher until you really face defeat (like say Kaido) but instead quits when the going gets too hard
Mihawk becoming a warlord is really just a concession. Some point down the line when the big guns were called in to deal with Mihawk, instead of facing the fire Mihawk yielded and decided to hide away behind a warlord title
