It might seem like Law, Luffy and Kidd had 3 billion berries since Big Mom and Kaido combined were 9 billion. Yet, Zoro and Sanji getting a bounty lower than Queen and King rejects that idea.

Law, Luffy and Kidd didn't get a 1/3 of their bounty, taking down 2 emperors as the main leaders was just worth 3 billion, that is it. Otherwise Zoro and Killer should had also gotten a part of their bounties, which didn't happen.

Doflamingo's threat to the WG is so much higher than every other warlord, competing only with Buggy(gag) and Mihawk.

-Doffy has an awakened DF (The awakened pirate with the least bounty is Katakuri at 1.057B).
-Doffy is an intelligent and manipulative character, only Crocodile plays on a similar level and one can argue that Doffy has more connections to the underworld. This was a factor in Croco's bounty:

And of course, you have to remember that they sent an assassin after him in Impel Down, Crocodile doesn't command that kind of threat to the WG or Celestial Dragons.

Doffy's bounty will be higher than Crocodile's and will be in the 2B range.

Doffy is strong, no doubt about it. Portrayed as #2 of original Shichibukai (perhaps #3 after Kuma) and also was stronger than Law, Buggy but of course weaker than BB and perhaps Weevil.

Question is if the Doffy we saw actually is the prime version of himself or if he can become even stronger without having to worry about his crew and the country? Several of his crew has declined as we saw (Machwise, Senor Pink, Lao G, Giolla), perhaps he got a bit complacent and comfortable too.

And also you need to take into account the shitstorm he had to deal with.
- I imagine Bird Cage depleted some stamina
- He had to worry about Fujitoras unclear standing
- CP-0 monitoring his every move and Kaido looming with the factory under threat
- His crew mates were being killed
- He was confused and angered by Laws betrayal
- Violet betrayed him as well
- Revolutionary Army #2 Sabo was all of a sudden there siding with the intruders and stealing the flare fruit
- He had to take care of Kinemon/Kanjuro/Momonosuke for Kaido
- Blackbeards commander Burgess was a threat aiming to steal DF through killing (perhaps his crew)
- Sugar was knocked out and all his prisoners freed
- King Riku tried to usurp him
- Tontattas revolted
- Doffy was ganged up on by Shichibukai Law + #1 rookie Luffy
- Fellow Supernova Zoro also being there + previous Supernova Cavendish and silver medalist Chinjao
- Threat of what would happen if he hurt Luffy (Garp, Dragon). Looked to me like Doffy didn't want to fight Luffy for some reason and I always imagined this was it.
