To quote myself from another thread; Smartest villains in OP, from most dumb to the smartest.

Crocodile had the most intricate plan that relied on actual people carrying out their roles perfectly and not natural story progression. He had contingencies after contingencies to make sure it all went through.

Whereas someone like Doffy has to make a phone call and his schemes just happen. Or Blackbeard who has literal Lady Luck on his side to make sure he doesn’t fail.

Enel is a good contender too, simply because he designed the arc maxim in a primitive backwater and perfectly melded his fruit powers, dials and technology.
Oda's done the best job at showing intelligence with Sir Crocodile. There's details to his details, he has an elaborate scheme that's built upon his own public prestige as a Shichibukai in Alabasta and his long term schemes in the underworld. He stacked the deck many times over to ensure he wins at the end and only narrowly loses.

Compare that to the other characters.

Blackbeard is almost like that South Park underwear meme.

So much of his plan works on the fly and by pure convenience, not because he's carefully planning things but because he's taking calculated risks.

Doflamingo, on the other hand, hasn't shown to be that intelligent. He only has to make a phone call for things to happen. His entire plan to over throw a country can be done inside a night and only works because of his Shichibukai title and Tenryuubito heritage, not because he's smart.

Teach has great plans himself but he has a far more important quality than intelligence, patience.
And he’s lucky as fuck so..
You make your own luck. Teach's schemes don't always go smoothly, and at the least take forever to come to fruition. He's more knowledgeable, determined and patient than the other two, while also having bigger, more ambitious goals. As much as I stan Doffy, he resigned himself to being a broker for the yonko. Croc gave up his dreams after becoming more cynical. Teach won't stop betting on himself and playing the long game.

He studies history and has figured out how to wield two df powers, which no one else in the verse ever has, as far as we know.

Blackbeard is almost like that South Park underwear meme.

To the contrary, they work because he's legitimately strong, smart, and patient enough to see them through. Croc is very clever, but he's not the caliber of pirate of Teach.

I think Teach is the most knowledgeable out of the 3 (other than possibly doffy due to being raised as a CD), but as far as IQ goes, this is accurate. He does some harebrained things (like trying to become a legitimized king) I think further reveals are going to demonstrate that he knows things that very few others alive do though.

He gets knocked on for ducking fights but honestly that's a large part of why he's successful- taking fights that he can definitely win, so even if he goofs along the way (like against Law), he still fulfills his goals. As far as plans go, having taking out a yonko as a line item is objectively stupid if you can avoid it. It was objectively stupid for Croc to attempt to dethrone WB- he fucked around, found out, and ended up back in Paradise. Teach would avoid such a confrontation until absolutely necessary and with all the possible cards stacked in his favor.

No one knows him do his things except only 1, Robin. Vivi only got to know Crocodile existence because of Robin. Navy and WG didnt know. Even Croc subordinates didnt kno who is his boss, Mr. 0.

Doffy was blessed by his lineage. Nothing much.

Teach was luck. If teach get Luffy, then Navy Will face Revo Dragon + Yonkou Shanks. So, teach wouldnt come to Marineford to wait Gura Gura no mi. And maybe some of his crew from Impel down might leave his crew. They can easily overthrow WB remnant because of Gura Gura more than Yami Yami.

Yes, teach knew that in order to have Many df, he needed Yami Yami no mi. That's the best out of him. But in terms of intelligence, he cant beat Croc.

WG put him higher Bounty than most of the Ex Shichibukai is because his historical intelligence that Made even WG didnt know what Croc doing.
