Clearly Dragon has a devil fruit that manipulates weather, its not a stretch to assume the extreme wind that enabled the Straw Hats to escape and the lightning that saved Condom are both because of Dragon. ive thought for a while dragon would have the byakko fruit. "He represents the virtue of righteousness. He controls the wind." and the Dragon and Tiger together are a commonly paired symbol of yin/yang and stuff. So he could be a dragon who is also a tiger
