Dreams never ends is one of the lines Marshall D. Teach said to Luffy before they left Jaya.
The One Piece series started with Monkey D. Luffy dreaming to become Pirate King, but what if I told you that the One Piece story is actually Monkey D. Garps dream. Would you believe me?
Here is my thoughts on the matter.
Luffy and Ace have constant been in Garps training while he was not on his duty.
He wanted Ace and Luffy to become marines, but none of them wanted that. They wanted to become pirates instead inspired by Shanks.
Luffy met and befriended Shanks and was inspired to eventually dream of the sea.
Ace and Sabo had never thought to become pirate until they met Luffy.
Luffy has and ability to sway people around him, something he inherited from his father who I believe inherited from Garp.
Garp is a respected vice admiral and a hero amongst the marine.
Sabo raised sail and went to the sea and was rescued by none other than Monkey D. Dragon. As father and son Sabo felt the same thing from both of them with the obstacle of amnesia thus letting Sabo become a revolutionary instead of pirate.

Ace went fully to become pirate as his fathers blood was boiling in him, Sabo became revolutionary with a drag from Dragon as his foster father. Luffy with blood of a revolutionary and a marine inspired by a pirate actually went another path. Yes Luffy is a pirate, but here is where Garp comes in.
Luffy never does thing like a real pirate do, he brings justice to those who deserve it. His instincts is more marine than a pirate.
Garps laugh and actually respects Luffy for his action, Luffy is like a hidden weapon for Garp.
Where marines cannot do their justice Luffy can.
The exploits of Luffy is exeptional that makes him more of an adventurer than a pirate.
Think about it!
His true dream is freedom, but when he finds people oppose freedom he gets angry.
Justice against the oppression.
A pirate with a hearth of gold, a liberator as his father and justice bringer like his grandfather.
Monkey D. Garps biggest dream is to see how Luffy grows up to be. A liberator of justice, but a pirate none the less.
As a Pirate King Luffy can do more for the One Piece world than any other could`ve done.
