Kind of not true since we see him going after Kujas for Shakky, Beehive even though it was Rocks base, to GV for Shakky and treasure and then going for Imu after sensing that haki.
He only dodged BM and seems that he just didnt want to hurt her. Like his equal Garp absolutely no sold BMs attack so him dodging BM was not based on power level shit.
